Our Pontypool based client requires a permanent HR & Central Services Manager on a full time basis paying £34,000 – £36,000 pa. Working 37.5 hours per week Monday to Friday there is a flexi time and working from home policy in place. Participation in the organisation’s Tier 3 emergency on call system is essential and all staff must work flexibly on occasions to meet the needs of this charitable organisation.
Reporting to the CEO and accountable for Central administrative staff the successful candidate will further establish, maintain and develop in line with Business Strategy, the organisation’s Human Resources and Central Services functions.
Working closely with the CEO and Senior Management Team, you will be qualified to CIPD Level 5 and possess significant experience operating as an HR Advisor or HR Manager. A charity or public sector background will be advantageous and you will provide strategic advice and support in relation to all aspects of Human Resourcing, Training and Development, Health and Safety and Governance as detailed below.

Specific Responsibilities – HR
Acting as champion for effective people management, you will ensure that people matters are considered as part of the business planning and service development across the organisation, developing a people oriented company culture.
Ensure that best practice is shared across the organisation, reviewing and updating related policies and procedures and implementing new strategies, making suggestions for change and improvement.
Ensure that mechanisms are in place to enable the active participation of and consultation with staff and volunteers in the development and management of the organisation, to raise and sustain morale and improve team working.
Oversee and advise Senior and Operational management on all aspects of HR including but not restricted to: recruitment and resourcing, equal opportunities monitoring,reference/DBS checking, organisational induction, probation, performance management, attendance/sickness absence/maternity arrangements, discipline, capability and grievance issues, dealing with special requests.
Lead in liaising with external advisors where required such as occupational health, legal advice and other consultants.
Oversee and advise on the continual development of staff, ensuring there are adequate resources for core training, professional development, coaching and mentoring.
Working closely with Service Directors, support the recruitment, induction and training of volunteers, students and apprentices.
Ensure the charity complies with all laws, regulations and funder requirements relating to employment and GDPR and lead on providing evidence for HR aspects of internal/external audits.
Working closely with the Operational Managers and the Finance Team, your team will be a conduit for all documents and information required for processing payroll,including starter and leaver details, absence and sickness records, timesheets/hours worked etc.You will ensure these are provided in an accurate and timely manner.
Working closely with SMT, you will advise on the use of technology available to improve the efficiency of employee records storage, absence reporting, leave requests, timesheet submissions etc.
Report to the Board on key strategic and operational topics in relation to the post, contributing to the HR & Policy Subgroup.
